FML drops made eye worse?

I was prescribed fml drops for the inflammation I had from dry eye. I was also advised to tape my eye at night at the same appointment. FML drops seemed to have no effect but taping helped and my eye is now "well hydrated" ...which is great! However when i started FML my eyelid started to swell and therefore droop instead. Has anyone else had this experience? I'm worried the FML drops caused this. I didn't come off them though because I knew it's wasnt a good idea to just stop steroids...but now I'm worried my eye won't go back to normal and ive done it damage I can't think what else would cause the swelling and doctor says he's no idea why it's happening
