Laser removing eye blood vessels-out of U.S.?

My biggest concern w/my dry eyes is that my eyes are soo soo red. I was wondering if any of you have any information regarding treatments in or outside the US that can remove the blood vessels in the eyes. I don't think there are any legal practices in the U.S. but am not sure. If you have any information it would be greatly appreciated!

Do not know if it is a good Idé, but Dr Tseang, Ocular suface center in Florida maybe knows about that. I read somwhere that he did laser treatment. I have also haerd that the red veins could come back after laser treatment somtimes...
