how to make the "blinker" always on top

I just ran into a post saying the blinker cannot stay on top of all windows/applications. Oh, yes, you can.

Please go to this place, there is a solution. The blinker will always be there regardless what you are doing on your computer. Sweet...

Also, i have another thought. Right now, i place the blinker in the right lower corner. It turns out that i usually forget to blink simultaneously, so i am thinking of putting it in the middle of the screen, but then the Blinker windows is too big even though the Blinker itself is not. So my idea is to cut off all the rims/Internet explorer frame and keep only the Blinker. I don't have time to figure that out yet, but anybody has any idea, please let us know. Appreciate it.
