    I have dry eyes but my eye sight so far has been good and
    I don't wear glasses.

    I had asked my eye doctor several times in the past if it would
    help to wear eyeglasses ( zero prescription ) for my dry eyes problem
    and he said it won't help and not to worry about it.

    But some of you have recommended zero prescription glasses
    for indoor ( espcially work ) to protect moisture.

    Where can I get zero prescription glasses with tint?
    Are they available in Optometrists place? I'm willing to spend
    some money on this if it would help.

    I'm also planning to buy Panoptx for outdoors.

    Why not both?

      I wear the ones Silverlady is talking about sometimes at my computer. Many other people wear them all day. They are the "photochromic" lenses. I love them, but they are expensive, and they aren't exactly elegant indoors so they're mostly for those who really need top protection. Also... the regular photochromic ones ($195 in the CV styles) do not get dark enough for me outdoors - I prefer either the regular Colortec or Puretec lenses or polarized lenses outside if it's sunny - so the photochromic one for me is an "indoors plus cloudy day outdoors" pair.

      I haven't tried the polarized photochromic ($250 ouch) ones though - ostensibly the best of both worlds but I'm not sure in practice what they're like.

      Years ago I got some plano lenses put in a glasses frame I had, and I did find them helpful at my (overheated, way-too-dry) office. You should be able to get plano (zero prescription) lenses at any optician. If I were to try to get some now, I'd probably first try a discount chain optician and see what they can do.
