Does everyone really use a separate one for each eye or is it just a way for them to sell more?

No. I use Ocusoft Scrubs, and use one side of the pad for the right eye, and the other side for the left.

I currently use Cliradex, where I cut each pad into four pieces to save money. I use a little square for both eyes.
