Flow control plugs

Has anyone tried the Oasis soft plug flow control plugs - from what i can gather they have a small hole in them to allow some of the tears to drain away? Is this correct?

Does anyone know where in the UK i might have them fitted?

I find that plugs in top and and bottom result in slight tearing which can be a nuisance.

Any advice gratefully received
