Can someone please tell me if ALL punctal plugs have a small hole going the whole way through them to allow partial tear drainage? Thanks

Absolutely not. Sure some do, but not all. Hope that helps

Those would be flow controller punctal plugs. There are threads/posts about these... Just search DEZ.
