Does Restatis work in conjunction with Plugs?

I saw on the website for Restatis that it says:
RESTASIS® did not increase tear production in patients using topical steroid drops or tear duct plugs

But I am so confused b/c so many eye doctors say to use both Restasis and plugs, does anyone know why?

Restasis works best for dry eye patients with plugs. In fact that is how Restasis was approved. The target for Restasis was to increase patients Schirmer scores to greater than 10mm. Allergan tried four times using Restasis only and never achieved the goal to "statistically significant" degree. On last attempt for approval they included patientas with plugs. They finally achieved a "statiscally significant" repsonse and the drug was approved. Understand Restasis doesn't actually help make more tears, it only reduces inflammation of the ducts where tears are secreted. This theoretically allows more tears to make it to the ocular surface.
