Does Restasis enter the blood stream?

I have heard it does and then, it doesn't, depending on where you read the info. Anyone know for sure? If you do can you put up the link?
I am worried about the long term use of it plus cortosteriods like Lotemax, which does enter the blood stream

Even if it did (which I do not know), the levels would be nowhere near enough to produce immunosuppression... or much of anything, really.
