Blurry lights and light sensitivity

I was wondering if anybody else has eye lids that feel sticky and the tears seem to oily. I have had this for one year and the more sticky my eyes feel the more vision problems I have. I feel that I can live with some of the symptoms but the vision problems cause me alot of anxiety. The worst problem I have is that head lights are SLIGHTLY scattered and way to bright. It is like I am looking through a slight oily film. Please help me with any ideas about what this might be. My doctor ruled out cateracts and said that I have ocular rosacea, MGD and dry eyes. could this make this stuff happen.

yes it must be....
when i use fml or loteflam drops i feel so soothing in lights...i used them ocassionally for surgery...but when i m off from those drops its same...sensitivity to lights and discomfort...
