Seems RGN-259 could be soon available in England. According to some threads here:

Though it just went through phase 2 and didn't met all endpoints (but FDA trials are not perfect at all), it could get green in England. Coz it should be safe and could be benefitial for some people, it could be approved. But because not complete clinical trials if it's approved it MUST be cheap then. And if approved in England, they would probably asked for approval EMA to be approved in the whole Europe.
Right now Ikervis is also being analyzed by EMA, so there's possibility that it will be approved and available in Europe this year. So soon there could be 2 dry eye drugs available in Europe. And if this really happens, then maybe clinical trials will move more to Europe. And would be less strict than those in USA.
