Of course, I think it warrants further study, because the people most likely to be treated for dry eye are probably those living in larger metropolitan areas where there is access to medical specialists--or in this instance, a VA hospital.
Face it--if care is too expensive, and it's too far, you won't get treatment, and thus aren't counted. I would imagine someone living in a rural area with heavy agriculture (pesticides) would have a similar risk as someone living in smog-land.
