I would like to discuss with some EyeMDs about what kind of damage may be done at the time of eye surgery that can condemn the patient to a lifetime of "dry eye" misery and eternal searching for better drops and ointments and gadgets and therapies. But there do not seem to be any eyecare professionals here.
      I would suggest the following:

      1) it would depend on your specific type of surgery and how it was performed; only a qualified professional who actually examines your eye would be able to tell you what is causing the dryness. Eg., I have had one type of eye surgery that is totally unrelated to RCE, but others have different sorts of rye surgery with complications.

      2) Your eye history is almost definitely not unique, so there's bound to be information online that you can find with a good Google search. Eg., search for your particular type of eye surgery and the words 'dry eye'. Obviously be skeptical of what you read, but in general doctors are trustiworhy. But again, do NOT diagnose yourself just because someone can in theory have eye surgery leading to dry eye.

      3) If you ask for information, just ask straight questions and you'll get more helpful replies. Make sure you ask in the right place. Eg., where the type of people you want to reply are. I've linked to sone scientist journals in this thread about some solutions to RCE, but you won't get direct medical advice from me because my PhD is in something else (:
