Could such ointments, drugs cause MGD?

such as elocom, cortineff, protopic and other ointments for the eyelids that were red, itchy, and slightly scaly.

I don't know anything about those specific products but I uploaded images of a handout I got from one of my eye doctors. I found it helpful and maybe you will too. If you compare ingredients in the ointments/drugs you mentioned to the "offending" ingredients on the sheet, you may be able to identify if something in one of them is causing issues.
